Granted that my dual 900-series GPU is only able to maintain ~35 FPS on average with just a couple of 1-frame dips and almost no spikes, my CPU never tops out and barely goes over 30% - though it will bottom out to less than 5% at times. My CPU is over 4 years old, but it is an i7. I read complaints from new i5 users suffering from 100% topping out. So, it might be the i7 architecture being the key factor, or the 1.2.0 patch fixed things.
My GPUs are set to slow down over pushing themselves harder. (It gets too noisy if they work too hard.) So, that might be a factor in FPS. I'm running at Ultra settings (top settings for everything).
I don't know if this is due to the 1.2.0 patch that came out yesterday, but the gameplay is not all over the place as I read from reviews. It is rather consistent. 1.2.0 is supposed to increase stability. I guess it has. It also has the option to turn off those HUD things that people were complaining about - health bars, floating numbers, etc.
It is different from the previous ACs, but then, AC4 was different from AC3. So, I'm okay with not-more-of-the-same.
The beginning is a bit confusing. It skips 5 years to go from "Hi there!" to "I'm gonna kill everyone." So, be ready to start off confused as to what's going on.
Would recommend - at least if you have an i7 and a beefy video card. (Dunno if the patch improved i5 performance any.)
UPlay is as ornery as ever. Once it's going, it's fine. Getting it going if you don't use an admin account as your primary PC account is a thing. (My primary account is not an admin.)
